The last decade has seen some significant changes in how states in the region address inequality and poverty. While scholars and activists debate the fate and durability of neoliberalism, post-neoliberalism, and so on, we focus our attention on a set of programs often characterized as central elements of a more caring state. We seek to employ an ethnographic perspective to interrogate the current assortment of Conditional Cash Transfer Programs characterized as raising the “piso social”. We ask how such policies play out “on the ground”. We ask how the varied actors involved experience, understand and respond to them.
