EU-MERCOSUR Negotiations Reloaded? Interregional Regulation on Intellectual Property

Abstract

The European Union and MERCOSUR concluded a Framework Cooperation Agreement in 1999. After many periods of progress and halt in the negotiations a new momentum was reached in 2016. This paper explores the political, institutional and social processes underlying the interregional exchanges focusing on the issue-area of intellectual property. What is being negotiated and how, i.e. to what extent do experts and civil society participate? Which are the main points of disagreement? What are the peculiarities of the interregional level vis-à-vis multilateral negotiations and the potential consequences for final outputs? The paper will draw on critical literature on international interactions in order to explore these questions.
