Europe-LAC Relations in the Face of the Growing Footprints of China/Asia in Latin America

Abstract

This panel brings together experts on European-Latin American relations to reflect on how the European Union’s relationship with Latin America has adapted in response to the growing presence of Asian countries, particularly China, in the region. Firstly, the panel will examine the effects of changing globalisation dynamics, the reconfiguration of the international order and rising geopolitical tensions — particularly the dispute between the United States and China — and consider how a strategic partnership between the EU and LAC can be established in an increasingly uncertain global environment. Secondly, the panel will assess how concrete partnerships between Europe and Latin America have been reconfigured based on China’s growing influence in the region. For example, the panel will analyse the importance of the EU-MERCOSUR Association Agreement in the context of China's growing influence in both regions. The dynamics of competition and complementarity will be examined, including topics such as global governance, the G20 and the BRICS. Furthermore, the panel will examine the EU's Global Gateway initiative, which is intended to counter China's expanding footprint in the region through the Belt and Road Initiative, while also seeking to reshape the EU's interregional partnership with LAC.
