Reimagining Multilingual Learner Reclassification Through California’s OPTEL Implementation

Abstract

This study examines the experiences of early implementers of California's recently state board-approved Observation Protocol for Teachers of English Learners (OPTEL) (California Department of Education, 2023). It aims to understand educators' needs better as they implement this new tool. The California context is particularly important when considering the reclassification of multilingual learners. We have categorized our early analysis in three areas: challenges, successes, and what is needed for effective implementation, which we have labeled ‘Moving Forward.”
