Procrastinating Voters: Evidence from Japanese Elections

Brief Overview

We exploit a strong typhoon causing exogenous shocks to the costs of voting on the day of Japanese national election in 2017 to show that marginal voters do not change the timing of voting even when anticipating the increased costs on Election Day.
