Why are the Non-voting U.S. House Delegates Effective Legislators?

Sun, April 7, 11:30am to 1:00pm, TBA

Brief Overview

We argue that to win votes on the bills and amendments they sponsor, the non-voting Delegates are able to logroll via the agenda-setting power of their committee positions and to appeal to their voting colleagues’ preferences for citizenship rights.
