Why Judicialize? Explaining Inter-American Commission on Human Rights’ Decisions to Submit Cases to the Court

Brief Overview

We develop state- and Commission-centered arguments to explain why the Inter-American Commission on Human Rights decides to send cases to the Court. We test these arguments through statistical analysis of a novel database of cases before the IACmHR.
