Political Elites in Argentina: Representation in the Executive and the Legislature as Substitutes

Brief Overview

We show that overrepresentation in the legislature (malapportionment) correlates with underrepresentation in the cabinet using novel data on Argentine ministers and legislators from 1850 to today. We provide a theory to explain why.
