An Indigenous Community of Rights: Sámi System Building in the Norwegian Unitary State

Brief Overview

We examine the conditions for indigenous nation building at a subnational level. By looking into the Sámi system-building within the Norwegian unitary state we argue that this is not based on a community of trust, but a community of rights.
