Disaster and Blame: Citizen Evaluations of Organizational Failure Across Levels of Government

Brief Overview

We examine citizens’ perceptions and attributed blame toward levels of government and across sectors when a disaster strikes and the disaster response has been inadequate. A unique survey experiment is employed to better understand this issue.
