Voter ID Laws Impact Turnout Through Registration

Brief Overview

I identify a novel deterrent effect from voter ID laws and provide evidence of mobilization against voter restrictions. Virginia's voter ID laws decreased voter registration, decreasing overall turnout. This effect is muted in Democratic counties.
