Bureaucratic Capacity and Political Favoritism in Public Procurement

Brief Overview

I argue that in politically controlled bureaucracies, more capable bureaucrats shield favored firms from competition using strategies that minimize detection risk. I test the argument on a novel dataset of municipal contracts in Guatemala.
