City of Yes? Do Citywide Housing Reforms Overcome Localized Opposition?

Brief Overview

In a survey experiment of New Yorkers asked to evaluate a proposed suite of policy reforms which would allow for more dense housing, I find that citywide land-use changes are supported at much higher rates than more targeted reforms.
