The Politics of Tap Water Taxes: Robbing Peter's pipes to pay Paul's pension

Brief Overview

We argue that municipal governments respond to state property tax limitations by taxing their own water utilities. Use of these regressive, unpopular taxes increases where voter turnout is low and a greater share of the local population is Hispanic.
