Search for Autonomy in Turkish Foreign Policy: Will, Capacity, and Limitations

In this paper I discuss the quest for autonomy in Turkish foreign policy. I argue that 'will' alone is not sufficient to achieve this goal; capacity and the international security environment are two key determinants.
