Rule-breaking in the Rulemaking Process: An Analysis of Agency Underreporting and Other Shenanigans

Brief Overview

Using data from 30 years of federal rulemaking, this study explores whether agencies strategically underreport their regulatory activity in the Unified Agenda. Preliminary results suggest that such misrepresentation is rare and not systematic.
