From Descriptive to Substantive Representation: Minorities in City Councils and Local Housing Supply

Brief Overview

Using Close-election RD on California city councils (1995-2019), electing minority councilors increases multifamily housing by 0.69 units per 1,000 residents. The effect persist and are supported by TWFE and staggered DiD.
