Kuipers questions meritocratic recruitment as ideal bureaucratic selection. While civil service reform is seen as admirable state-building, it can undermine nation-building. In countries with high group-based inequality, privileged groups outperform marginalized groups on entrance exams, leading to disproportionate representation. This exacerbates intergroup tensions and undermines nation-building. Drawing on surveys, experiments, and archival documents, the book provides perspective on bureaucratic recruitment challenges.
