Abstract

This study operationalizes the concept of the public scholar through the development of a comprehensive survey, exploring their critical role in shaping educational policy and discourse. By identifying and defining the attributes and impacts of public scholars, the survey offers a methodological tool to measure their multifaceted nature. Key findings are presented in a validated survey matrix, enhanced by conceptual vignettes based on theoretical constructs and real-world scenarios. These elements collectively extend our understanding of how scholarly engagement influences educational practices and policy.
