Disseminating Crisis Information with New Media

Fri, November 13, 3:30 to 4:45pm, Hilton Chicago, Floor: Fourth Floor, Meeting Room 4C

Abstract

First communicators, those first on the scene, define and portray crises and disasters through their media frames. Moreover, media producers play a critical role in the unfolding perception and management of crises. The media disseminate messages and information which powerfully influence the public's understanding and response. Increasingly relevant is new media's role as a media producer with its rapid emergence of online structure and action. In this case study, we analyzed RIMOFTHEWORLD.NET, a small, public service Website providing local information, which provided dedicated coverage to the Southern California wild fires in 2003 and 2007. The Website facilitated eight online actions: (a) influencing local perceptions of the disaster, (b) providing information, (c) getting information, (d) coordinating local response, (e) providing assistance/support, (f) getting assistance/support, (g) allowing for personal expression, (h) accessing others' expression, and (i) building community (Schneider & Foot, 2004). Although traditional media continue to play an important role, those in new media may be able to provide a more immediate, responsive, and comprehensive role for individuals living within the disaster area.
