This paper employs a critical communicative lens to present a Green Public Culture emerging from the current environmental movement in China. It does this especially through examining the practices of environmental NGOs in China, including physical and virtual environmental activities and campaigns they engage in, physical and virtual green discourses they produce and initiate, and the complex dialectical relationships they continue to build with the local and central states, GONGOs, and the public through experiment.
