The Biden Foreign Policy Doctrine: The Role of Congress, A Case Assessment

Abstract

Since President Joe Biden is close to completing his term in office,it is an appropriate time to reflect on the role of Congress in the application of his foreign policy doctrine.Specifically,this paper will provide an explanation and select case assessment of the president's use of his military authority to conduct strikes against a number of targets in Yemen used by houthi militants to endanger freedom of navigation in one of the world's most vital waterways.Biparisan opposition from Congress suggests that the president violated Article I of the Constitution and the War Powers Act,and this concern will be the primary focus of the presentation.
