Historical Institutionalism Analysis of Structural Changes of the Ministry of Education and Nurturing of Iran

Abstract

Structural changes in the government usually occur in different governments in a piecemeal manner, with a partial approach and without a macro view. Restructuring the government required understanding the general process of these changes from a macro perspective and in a long-term period. The purpose of this research is to analysis the structural changes of the Ministry of Education since the Islamic Revolution from the historical institutionalism perspective.
Although it is often called the Ministry of Education in the world, in Iran, this ministry was called as the Ministry of Education & Nurturing since its establishment, but, after the Islamic revolution, In order to emphasize the importance of religious education, the structural separation of education from Nurturing became the prevailing idea.
I have shown that, the structures that have been in charge of educational tasks have had the least changes and the most stability Over the past 40 years. However, the structures in charge of Nurturing duties have changed the most over time compared to other units of the ministry.
Also, the structural changes that were rooted in political events such as war, as well as the historical evolution of the changes in the organizations affiliated to the ministry were analyzed, and it was concluded that the structural changes in the headquarters of the ministry are mostly about changes in non-specialized units, and specialized units have grown over time and become specialized affiliated organizations so that this is necessary to create coordination between the specialized units of the ministry.
