Taking Stock of CVE Programs in the United States: Measuring Effectiveness of Counter- and Deradicalization Programs in the United States

Abstract

How do U.S. counter- and deradicalization programs measure effectiveness and best practices, and how can be improved on this? Since 2017, various state and local CVE programs have received support from the Department of Homeland Security via its Targeted Violence and Terrorism Prevention (TVTP) Grant Program. How do the different initiatives measure success, since it is commonly considered impossible to profile terrorists or identify those at risk of becoming violent? Pathways to political violence are plentiful and often unpredictable, involving either behavioral and/or cognitive motivations. What are the suitable indicators for measuring success? The purpose of this paper is thus to determine 1) how DHS Grant program awardees measure whether their practices are effective and successful and 2) best indicators for measuring the overall and comparable effectiveness of CVE programs.
