Based on the assumption that the bureaucracy not only administers but also ‘produces knowledge’ through its policies , this study will examine the 1st Thai government’s plan entitled, The Five Year Plan on Woman and Development (1982-1987), and its effects on ( women’s lives, inparticular) Pornpet Meuansri, a farmer who fought her landrights. This plan will be read alongside Mohanty’s essay, “Under Western Eyes” (1984).
