2-212 - Building and Sustaining Preschool Quality Improvement: Evidence from Oregon, Tennessee, and Washington

Integrative Statement
With broad-based support and rapid expansion of early education across the nation, state policymakers have invested over $8 billion in programs for our youngest learners during the 2015-2016 fiscal year alone. Despite considerable evidence on critical elements of high quality preschool at a classroom level and its associated benefits for young children, little information and resources are available to policymakers to translate their visions of high quality early learning into reality. Until recently, potential linkages and interaction among fiscal supports, governance, political leadership, workforce development, and equity in statewide PreK quality improvement have been underexamined.
Drawing from a multi-year, multi-state case study, this symposium aims to build evidence base in cultivating research-practice-policy partnership for PreK quality improvement across three states at various stages of development, and generate new understandings for other states working towards improving equitable access to high quality preschool at scale. We examine systemic supports of statewide preschool quality improvement, an emerging area of early childhood research that lacks cohesive understanding of infrastructure development and implementation efforts needed to ensure quality.
This symposium is comprised of four papers, first three papers focusing on each focal state, followed by final paper highlighting cross-case findings and broader implications for ECE policy, system building, and infrastructure priorities and challenges in PreK quality improvement. Findings will further inform state-level strategic priorities for data driven improvement and cohesive alignment across fiscal and political supports that advance equitable quality in an era of rapid expansion and high stakes accountability.
