The objective of this study was to examine the preschool education of internally displaced children in Ethiopia from the aspect of policy and practice. Primary data was collected from key informants who were deliberately chosen and further secondary data was gathered from local sources by synthesizing pertinent numerous legal documentation to see how well they were integrated and the missing links. The data was analyzed using descriptive content analysis where emerging themes for further exploration were identified. According to the findings of the study, Ethiopia has some fertile ground in terms of legal tools for preschool education and Education in Emergencies. Despite the fact that Education Sector Development Program (ESDP IV, V, & VI) identified EiE as cross-cutting issue, it was observed that among the components of the dimension, preschool education of internally displaced children, which was treated under the EiE component, was not certainly integrated with preschool education legal instruments. The findings of the study also revealed that key informants in charge of administering EiE at federal and Education Bureau of Oromia were unsuited for the task in terms of professional knowledge and skills. As a result, much more needs to be done to improve our understanding of what needs to be done to design an efficient link between preschool education and EiE legislative tools so that they can be implemented effectively.
