In order to evaluate and compare the situation of Mass Entrepreneurship and Innovation in provinces of China, based on reviews on national entrepreneurship and innovation indexes, this paper constructs a new comprehensive evaluation index, which is made up of three dimensions – attention, attitude and environment, each of which is composed of several pillars. Statistical data, survey data and big data are employed in this paper to comparatively analyze 27 provinces during the first half of 2015. The analyze survey data were collected from the nationwide sample survey of “Third-party evaluation on Mass Entrepreneurship and Innovation policy implementation”. This survey was funded by China Association for Science and Technology and conducted by National Academy of Innovation Strategy (NAIS) in 2015. The target population is Chinese science and technology workers. Using systematic sampling method, the samples were randomly picked up from 71 scientific research institutes, 73 colleges and universities, 102 enterprises, 58 medical and health institutions, 49 high schools, 34 high-tech zones, 10 national associations, and 107 grass-root S&T associations of 31 provinces. The questionnaires were self-administered and 17714 valid questionnaires were obtained. The evaluation results indicate that Beijing, Jiangsu, Guangdong, Zhejiang and Shanghai have promoted Mass Entrepreneurship and Innovation relatively well, and the performance of East China and North China are relatively significant.
