Drawing from different national contexts, methods and case studies, the papers in this panel contribute to the ongoing discussion regarding the drivers, practices and effects of innovation. How are innovations classified and rendered national security threats? How is innovation measured and assessed? How are emerging economies instrumenting innovation? What tools for responsible research and innovation do we have? Each paper offers insights into the infrastructures of innovation, including classificatory practices, policies, state capacities, universities and enterprises, all of which can both constrain and enable innovation in different ways.
