This paper describes a research project undertaken between the author and the Museum of Australian Democracy that used VR to place low socio-economic students in the position of being ‘change makers’ to enhance their civic knowledge and encourage citizenship. Through an innovative co-design process, learning designers, subject matter experts and designers created an experience that encouraged environmental activism. It adopts a culture-based framework (Anderson, 2017) intended to offer design guidance for similar projects (Benson, 2018).
