This session will describe how Cleveland’s school district has used an independent audit, annually assessed conditions for learning in its schools, and implemented evidenced-based strategies and programs to (1) improve conditions for learning for all students and (2) build school and district capacity. We will briefly discuss how Cleveland built consensus around 10 strategies and used participatory planning and distributive leadership to implement them to scale and sustain implementation despite economic challenges. We will focus on how the district is utilizing ongoing assessment data to guide its policies and practices to foster academic improvement. Implications for urban school improvement will be discussed, including perspectives on strategically using conditions for learning data to guide school improvement efforts.
