International Study of the Scope and Nature of School Choice

Abstract

The paper examines the available scope and nature of school choice across 30 OECD countries and 34 countries that participate in the PISA international assessment. It also covers the means used by countries either to promote or restrict the choice of schools at the primary and lower secondary levels. The study considers both the current status of school choice as well as changes in countries over the past 25 years. Although there have been earlier comparisons of school choice systems based on a handful of country case studies, this is the first international study of school choice that collects and analyses data from comparable variables.
