Abstract

The charter school movement began as an experiment in Minnesota that gave teachers, parents and community members the opportunity to create new kinds of schools. It has, however, in many cases, morphed into larger and larger systems of charter schools run by for-profit and non-profit organizations. Education management organizations (EMOs) and charter management organizations (CMOs) may revolutionize public education (Hassel, Hassel & Ableidinger, 2011) but they may become the school equivalent of Walmart in the retail sector (Hopkinson, 2011; Sidorkin, 2009). This symposium is designed to provoke a broad critical discussion of the wisdom of the growing national trend of encouraging the scaling up and the development of systems of charter schools run by large EMOs and CMOs.
