In 2006, Arizona citizens passed Proposition 203 creating a new state agency, First Things First, which oversees the distribution of 150 million dollars annually to service providers for the support of families and children (ages birth to five) in the areas of child care and early education, health and safety, and socio-emotional development in order to enhance school readiness. The objectives of this symposium are to (a) describe the design of the initiative’s evaluation by a university research and evaluation consortium; (b) present a profile of school preparedness of a randomly selected group of 1,100 Arizona beginning kindergartners; and (c) offer suggestions for and lessons learned in conducting large-scale evaluations of this type.
