The "Yellow Tax": A Critical Race Theoretical Case Study of Asian Americans in America's Most Segregated City

Abstract

This is a case study of the Asian American student population—namely the Hmong—in Milwaukee Wisconsin. Milwaukee is the most segregated city in America. Data used in this study are procured from the National Center for Education Statistics' (NCES) School District Demographic System (SDDS). In addition to 1990, 2000, and 2010 SDDS data, the authors, using GIS (Geographic Information System) mapping technology, and a critical race theoretical framework, document the ways in which the Milwaukee Asian American student population, despite incredible growth, remains invisible and purposefully ignored. Linked to the decompressed housing market, the findings of this study indicate that the Asian American student population in Milwaukee remains hyper-segregated.
