The Item Development Process and the Recruiting and Training of Personnel

Abstract

With continuous improvements in technology, such as cloud computing technology, an internet-based test (iBT) has been developed and in the near future iBT will surely be mainstream; the currently dominant paper-based tests (PBT) will be replaced with iBTs. In Korea, an iBT item bank system for the National English Ability Test (NEAT) is under construction to replace the current PBT College Scholastic Ability Test (CSAT) for English. An iBT system has a need for the development of thousands of multiple choice test items; thus, the building of an effective and efficient item-creating system is a must. This session will introduce the Korean NEAT item creation operating systems and software, with more and more applications. Specifically, it includes 1) the overall organizational structure such as coordination, monitoring, and control of projects; 2) the on-line, home, and office interface with language teams, project managers, and inspectors, all demonstrating a thorough understanding of the testlet development process; 3) the provisions for training services and recruiting personnel to meet the requirements of item creation; 4) quality control processes and methods, which will ensure high quality materials and high quality workmanship; and so on.
