Professionalism Rules OK? Governmentality, Audit, and Inspection in Initial Teacher Education

Abstract

An annual self-evaluation audit of the quality of training and capacity to improve was introduced for the initial teacher education sector in England in 2008. This independently funded study set out to evaluate the effectiveness of the annual audit in achieving its espoused objectives. Data were collected in two phases; the first phase was an on-line questionnaire survey (n=70) and the second telephone and/or face-to-face interviews (n=16). The data were analysed using an evaluation framework which consisted of six levels and eight key themes emerged: workload, ownership, colonisation, accountability, compliance/resistance, effectiveness/improvement, value for money.
