Teacher leadership has emerged as a central theme in the training of teachers, and yet, before we can expect to see any meaningful educational reform in the United States, or in any other country governed by a nation state that forces its children, under the rule of law, to attend compulsory schools, the teachers who work in those schools must commit themselves to wrestling with questions concerning the ideological framework that governs their work and leadership roles and responsibilities. Meaningful teacher leadership in the 21st century depends on an in-depth understanding of the intersection of the roles played by both teachers and administrators within a context of reform and transformation.
