Restrictive-Oriented Language Policies for English Language Learners as Manifested in the No Child Left Behind Waivers in a Midwestern Rural School District: English-Only and Redistributive Inclusion

Abstract

Principals are the primary mitigators of the No Child Left Behind Act (2001), the governing educational policy for US schools. NCLB commissions states to disaggregate academic testing performance by student classifications, including English Language Learners (ELLs). The recently adopted NCLB flexibility waivers allow states to create differentiated accountability systems. In the Midwestern rural site, the institution of a student super-subgroup identifies the lowest-performing 25% of a school, inclining principals to focus on the super-subgroup, redistributing historic resources away from ELLs.
