Preparing All Teachers to Educate Linguistically and Culturally Diverse Students: A Policy Perspective

Abstract

Linguistically and culturally diverse students, particularly English learners (ELs), need opportunities to learn high-levels of academic content while also developing academic language. With the increase of this population, it is reasonable and logical that all teachers be equipped with the skills to address these dual demands. The heightened teacher accountability standards along with amplified language and literacy demands of the Common Core State Standards intensifies this imperative. Despite the need for additional training, too often students are taught by teachers who lack such preparation. First, the brief summarizes various federal and state education policies and their influence on linguistically and culturally diverse students. Second, it provides a comprehensive policy framework to ensure all teachers are linguistically and culturally competent.
