Toward Justice in Chicago and Milwaukee? An Exploratory Study of Each City's "College for All" Efforts

Abstract

AERA's Toward Justice conference theme is fitting considering the recent college for all efforts in both Chicago, our conference site, and Milwaukee, its regional neighbor. Both cities have a history of stratifying opportunities for college preparation by race and class; yet both school systems have recently implemented policies and shifted practices toward college readiness for all students. Considering the on-going implementation of Common Core State Standards across the U.S., this paper adds to the scholarship and the field by using content analysis of primary and secondary sources to analyze how two urban districts made paradigmatic shifts from college for a few to college for all.
