Teacher Performance Evaluation in Jamaica: Policy to Change 2004–2014

Abstract

In 1992 as a young and novice teacher, I never received an official evaluation or observation. Of course it was “understood” if you were a good teacher or not. Evaluations were not written nor were they done officially. There were no standardized forms and set of criteria used, this was the reality back then. I had no idea, as a new teacher, what teacher evaluations were used for, who should do it and how it should be done. The Ministry of Education introduced an official teacher performance evaluation process in 2004. How much has changed? What is the nature of the process? What perceptions are still held by teachers? Is evaluation obstructing or promoting teachers work?
