Analyzing Opportunity to Learn the Common Core and Preparedness of Smarter Balanced Assessment Implementation in Oregon

Abstract

More than 20 states have adopted the Smarter Balanced Assessments (SBA) aligned to the Common Core State Standards. Oregon played a pivotal role in the SBA Consortium and is implementing the SBA for mathematics and English language arts beginning in the 2014-2015 school year. Using Fullan's 8-step model for sustainability of large-scale educational change models, this mixed method study surveys public school leaders in Oregon to assess SBA implementation readiness, challenges, and resource needs. Preliminary findings indicate school leaders feel insufficiently prepared to implement the SBA, a finding that has concerning implications for underserved populations and educators.
