This study, on the relationship between California’s school district governance and the students they serve, provides preliminary data on how well school board members and superintendents represent the communities and the educational systems in which they serve. In addition to reporting demographic data, this study provides analysis of campaign promises and district promotional materials to present an initial view of these important, but often overlooked actors whose understanding of their constituents and the policy levers available to improve districts, directly impact the educational system.
