Research based on the 2012 PISA suggest substantial within-school inequalities in Opportunity to Learn (OTL) and student achievement related to student socioeconomic status across countries. By merging the results of the 2013 TALIS surveys of teachers and principals with the most recent PISA mathematics study, the authors studied the relationship between national centralization policies, teacher social capital, and teacher human capital to these inequalities and overall student performance. Our findings indicate a nuanced relationship between teacher social capital and student inequalities and overall achievement, while increased teacher human capital may contribute to these inequalities. This study adds an international perspective to the growing literature on the relationship between teacher social capital and educational outcomes.
