A Path Toward Democracy: Analysis of Chinese Teacher Evaluation Policies From the Stakeholders' Perspectives

Abstract

In China, teachers are essentially regarded as public servants providing professional education service to the people under a more centralized and less democratic system of regulations. Teacher evaluation is the ultimate section to ensure teachers’ standardized professionalism along the flow line. Currently, China is experiencing a reform in the field of teacher evaluation system toward a more democratic trend which highlights more on teachers’ self efficacy, reflection, participation and feedback. This study uses mixed method approach, sense-making framework and the perspective of stakeholders involved in the teacher evaluation policies to analyze the evolution of policy contents, policy impacts and implications. Preliminary results show that stakeholders rated significantly high on the new democratic oriented policies, yet revealed some underpinning issues.
