Through a Representative Bureaucracy theoretical framework, the purpose of this study is to examine the relationship between student ethnicity and administrator ethnicity of 460 public school districts within ESC (Education Service Center) regions that have demonstrated the most growth. Correlational procedures were used to determine relationships and study historical changes from year to year in student and administrator ethnicity from 1993-1994 school years to 2013-2014 school years. We also analyzed the trends in student ethnicity and administrator ethnicity of these rapidly growing ESC regions for the last 20 years. Preliminary findings suggest significant positive correlations between the student and administrator ethnicity in some school districts, while others indicated substantial gaps.
