Teacher professional agency is a crucial aspect of teacher leadership, for example in the Netherlands. This study includes a multi-method qualitative approach to study teachers in secondary education who participated in three professional development initiatives, namely professional learning communities, teacher traineeships and PhD-scholarships. The results show that 1) teacher professional agency is differently achieved; 2) there are two different ways in how teachers negotiate their agency; 3) teacher professional agency is both positively and negatively related with professional development. We conclude teacher professional agency includes continuous interplay of what teachers ‘bring’ to the situation and what the situation ‘brings’ to the teacher. This interplay is affected by the school specific context and its school leadership.
