New media has reshaped the ways that education policy actors engage in policy consultation and discourse diffusion. Using discourse analysis as the primary analytical framework, this study interrogates new media texts and strategic interviews with policy actors in girls’ education to describe and explain international organizations’ new media engagement in the policy process. Findings explain the ways that international organizations use new media to legitimate their positions as opinion leaders in girls’ education and; problematize girls’ education policy discourse diffusion in cyberpublic spaces.
