Abstract

Education at a Glance (EAG), produced by the Organization for Economic Co-Operation and Development (OECD), is the leading statistical report on international education comparisons. National policy makers are the primary decision makers in many OECD countries, but regional governments play the primary decision-making role in federal countries such as Canada, Germany, and the United States. Indicator metrics vary substantially among sub-national units within these countries, but also within other OECD countries with national education systems. In many cases these education disparities are even larger among countries with national systems than among those with federal systems. Some countries with high overall national performance in EAG indicators may have specific sub-national areas where low performance remains an important concern.
